The Conservative government will be pushing through their housing agenda in the coming weeks and months, as they attempt to make their mark in the property <a class=\"wl-entity-page-link\" title=\"Market (economics)\" href=\"https:\/\/www.thehouseshop.com\/property-blog\/market-economics\/\" data-id=\"http:\/\/data.wordlift.io\/wl0502\/entity\/market_economics;http:\/\/dbpedia.org\/resource\/Market_(economics)\" >market<\/a>.<\/strong><\/p>\n<p>When it comes to <a class=\"wl-entity-page-link\" title=\"projects\" href=\"https:\/\/www.thehouseshop.com\/property-blog\/public-housing\/\" data-id=\"http:\/\/data.wordlift.io\/wl0502\/entity\/public_housing;http:\/\/rdf.freebase.com\/ns\/m.0184vk;http:\/\/dbpedia.org\/resource\/Public_housing\" >housing policy<\/a>, most of the pre-election commentary was focused on Labour\u2019s controversial Mansion Tax proposal and the urgent need for more new <a class=\"wl-entity-page-link\" title=\"Housing estate\" href=\"https:\/\/www.thehouseshop.com\/property-blog\/housing-estate\/\" data-id=\"http:\/\/data.wordlift.io\/wl0502\/entity\/housing_estate;http:\/\/rdf.freebase.com\/ns\/m.01rtvp;http:\/\/dbpedia.org\/resource\/Housing_estate\" >homes<\/a>. The Tories\u2019 plan of attack for the housing market was almost overlooked by comparison.<\/p>\n<p>So now that we have a Conservative government with a small majority, what can we expect for <a class=\"wl-entity-page-link\"  href=\"https:\/\/www.thehouseshop.com\/property-blog\/housing\/\" data-id=\"http:\/\/data.wordlift.io\/wl0502\/entity\/housing;http:\/\/rdf.freebase.com\/ns\/m.0q3zhcj;http:\/\/dbpedia.org\/resource\/Housing\" >housing<\/a> over the next 5 years?<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Pre-Election Promises<\/strong><\/p>\n<p>Housing was a hot-button issue in the pre-election debates, as different parties laid out their visions for the future of the market. <a href=\"http:\/\/www.telegraph.co.uk\/finance\/property\/news\/7981309\/Housing-market-ground-to-halt-as-number-of-new-homes-built-fall-to-1920-levels.html\">New homes construction has fallen<\/a> to the lowest levels recorded since the 1920\u2019s, and all the major parties put home-building at the heart of their housing manifestos.<\/p>\n<p>The Conservatives shied away from setting a concrete figure for the number of new homes they intended to build, unlike the Lib Dems and Labour who promised 300,000 and 200,000 new <a class=\"wl-entity-page-link\" title=\"Home\" href=\"https:\/\/www.thehouseshop.com\/property-blog\/home\/\" data-id=\"http:\/\/data.wordlift.io\/wl0502\/entity\/home;http:\/\/rdf.freebase.com\/ns\/m.01l0mw;http:\/\/dbpedia.org\/resource\/Home\" >homes<\/a> respectively. Instead they opted to leave it up to local <a class=\"wl-entity-page-link\" title=\"Council house\" href=\"https:\/\/www.thehouseshop.com\/property-blog\/council-house\/\" data-id=\"http:\/\/data.wordlift.io\/wl0502\/entity\/council_house;http:\/\/rdf.freebase.com\/ns\/m.01llhc;http:\/\/yago-knowledge.org\/resource\/Council_house;http:\/\/dbpedia.org\/resource\/Council_house\" >councils<\/a> to set housing targets.<\/p>\n<p>They did however promise 275,000 new affordable homes by 2020, meaning that we should see <a class=\"wl-entity-page-link\" title=\"Plan\" href=\"https:\/\/www.thehouseshop.com\/property-blog\/plan\/\" data-id=\"http:\/\/data.wordlift.io\/wl0502\/entity\/plan;http:\/\/rdf.freebase.com\/ns\/m.018jrr;http:\/\/dbpedia.org\/resource\/Plan\" >plans<\/a> for <a class=\"wl-entity-page-link\" title=\"low-\" href=\"https:\/\/www.thehouseshop.com\/property-blog\/affordable-housing\/\" data-id=\"http:\/\/data.wordlift.io\/wl0502\/entity\/affordable_housing;http:\/\/rdf.freebase.com\/ns\/m.09jvc1;http:\/\/dbpedia.org\/resource\/Affordable_housing\" >affordable housing<\/a> construction on a huge scale within the next year.<\/p>\n<p>In his pre-election campaigning, David Cameron also ruled out any form of rent-cap or any change to the current <a class=\"wl-entity-page-link\"  href=\"https:\/\/www.thehouseshop.com\/property-blog\/council-tax\/\" data-id=\"http:\/\/data.wordlift.io\/wl0502\/entity\/council_tax;http:\/\/rdf.freebase.com\/ns\/m.014ktt;http:\/\/dbpedia.org\/resource\/Council_Tax\" >council tax<\/a> system \u2013 giving us a better idea of what the Tories would <em>not <\/em>do, rather than what they would.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Post-Election Victory Plans Revealed<\/strong><\/p>\n<p>One of the most exciting and controversial initiatives announced since the election is the revival of Margaret Thatcher\u2019s Right-To-Buy scheme.<\/p>\n<p>The Conservative\u2019s flagship Right-To-Buy revival will allow local councils to sell-off housing stock to sitting <a class=\"wl-entity-page-link\" title=\"tenant\" href=\"https:\/\/www.thehouseshop.com\/property-blog\/leasehold-estate\/\" data-id=\"http:\/\/data.wordlift.io\/wl0502\/entity\/leasehold_estate;http:\/\/rdf.freebase.com\/ns\/m.03jg1x;http:\/\/dbpedia.org\/resource\/Leasehold_estate\" >tenants<\/a> at a sizable discount with no deposit or down payment.<\/p>\n<p>Councils will have to try and sell 200,000 of their most valuable homes under R2B, with the profits going towards the <a href=\"http:\/\/www.swiftcapital.co.uk\/property-news\/landlords-and-right-to-buy-policy.htm\">construction of 400,000 new homes<\/a> on Brownfield sites. There are however concerns that Right-To-Buy will result in the removal of valuable social housing stock, which will not be replaced, putting an immense strain on the council and affordable housing. <a class=\"wl-entity-page-link\" title=\"Landlord\" href=\"https:\/\/www.thehouseshop.com\/property-blog\/landlord\/\" data-id=\"http:\/\/data.wordlift.io\/wl0502\/entity\/landlord;http:\/\/rdf.freebase.com\/ns\/m.02mx_6;http:\/\/dbpedia.org\/resource\/Landlord\" >Landlords<\/a> have also raised concerns about the negative side-effects of the scheme.<\/p>\n<p>Another key housing policy was revealed in David Cameron\u2019s recent speech on immigration, where he confirmed the national roll-out of \u2018Right to Rent\u2019 immigration checks. After a successful trial in the Midlands, the Conservatives now plan to make all landlords responsible for tenant immigration checks.<\/p>\n<p>In the speech, Cameron also announced the implementation of a mandatory Landlord Licensing scheme, which he claims will \u201ccrack down on unscrupulous landlords who cram <a class=\"wl-entity-page-link\" title=\"House\" href=\"https:\/\/www.thehouseshop.com\/property-blog\/house\/\" data-id=\"http:\/\/data.wordlift.io\/wl0502\/entity\/house;http:\/\/rdf.freebase.com\/ns\/m.03jm5;http:\/\/dbpedia.org\/resource\/House\" >houses<\/a> full of illegal migrants\u201d. Critics have warned that the expensive fees attached to a landlord licensing scheme will ultimately result in higher costs being passed on to tenants by way of rent rises.<\/p>\n<p><a href=\"https:\/\/www.thehouseshop.com\/property-blog\/pm-announces-mandatory-landlord-licensing-in-shock-move\/4341\/\">Professional landlord and co-founder of Property Tribes, Vanessa Warwick, has also outlined her concerns<\/a> over a mandatory scheme, claiming that proper enforcement of existing legislation is a more suitable solution.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Looking to The Future<\/strong><\/p>\n<p>It is highly likely that housing will feature prominently over the next 5 years as the Conservative government battle a housing crisis that is seeing an entire generation priced-out of <a class=\"wl-entity-page-link\" title=\"Owner-occupier\" href=\"https:\/\/www.thehouseshop.com\/property-blog\/owner-occupier\/\" data-id=\"http:\/\/data.wordlift.io\/wl0502\/entity\/owner-occupier;http:\/\/rdf.freebase.com\/ns\/m.020s_n;http:\/\/dbpedia.org\/resource\/Owner-occupier\" >home ownership<\/a>. Beyond the Tories flagship Right-To-Buy scheme and new national landlord licensing schemes, much more will be needed to get the UK market back on track.<\/p>\n<p>We will have to wait and see what
