Taking over 58.9% of the fifth round vote against Tessa Jowell&#8217;s 41.1% share. Khan secured his position as frontrunner in the left wing race following endorsements from the likes of former London mayor Ken Livingstone, Baroness Oona King and Andy Slaughter, MP for Hammersmith. Following his win, Khan announced to the London Festival Hall during his nomination speech \u2018Together we can build a fairer city, a healthier city and importantly, a city of opportunity.\u2019<\/p>\n<p>Born and bred on a council estate in the London borough of Wandsworth, Khan has been very vocal about the impact his proposed policies would bring to the housing and rental <a class=\"wl-entity-page-link\" title=\"market\" href=\"https:\/\/www.thehouseshop.com\/property-blog\/market-economics\/\" data-id=\"http:\/\/data.wordlift.io\/wl0502\/entity\/market_economics;http:\/\/dbpedia.org\/resource\/Market_(economics)\" >markets<\/a> within the capital. His actions include introducing a London Living Rent model, which would encourage tenants to save the money they would have spent on higher rents, a reaction to the news that <a href=\"http:\/\/www.standard.co.uk\/news\/london\/london-tenants-spend-60-of-wages-on-rent-10395553.html\">some Londoners are spending 60% or more of their wages purely on renting<\/a> with the private sector.<\/p>\n<p>A former human rights lawyer, the mayoral candidate is also looking to challenge Westminster by campaigning for a rental freezing power, in order to control the fees set for rental agreements in the private sector. Some may see this as a breath of fresh, with the hope that Khan could assist those who have been locked out of the property market by a lack of disposable income for expensive deposits. In June of this year, <a href=\"http:\/\/www.theguardian.com\/money\/2015\/jun\/15\/london-rents-homelet-survey-housing-crisis\">the average price of renting a flat or home in London peaked at a staggering \u00a31,500 a month<\/a>. In contrast, Khan\u2019s measure may be seen as intrusive to the stark reality that London itself is becoming a fast growing metropolis of culture and commerce. The demand for <a class=\"wl-entity-page-link\"  href=\"https:\/\/www.thehouseshop.com\/property-blog\/property\/\" data-id=\"http:\/\/data.wordlift.io\/wl0502\/entity\/property;http:\/\/rdf.freebase.com\/ns\/m.05wrt;http:\/\/dbpedia.org\/resource\/Property\" >property<\/a> in the city is undoubtedly, extremely high. As is the case of pretty much every commodity, when demand is high, prices increases. It\u2019s as simple as that. When Ed Miliband flirted with the idea of <a class=\"wl-entity-page-link\" title=\"Renting\" href=\"https:\/\/www.thehouseshop.com\/property-blog\/renting\/\" data-id=\"http:\/\/data.wordlift.io\/wl0502\/entity\/renting;http:\/\/rdf.freebase.com\/ns\/m.01y857;http:\/\/dbpedia.org\/resource\/Renting\" >rental<\/a> caps last September, <a href=\"http:\/\/www.iea.org.uk\/in-the-media\/press-release\/tenancy-rent-controls-won%E2%80%99t-make-housing-more-affordable\">Mark Littlewood of the Institute of Economic Affairs warned that they could have a reverse effect<\/a>. He stated that \u2018<em><a class=\"wl-entity-page-link\" title=\"Rent control\" href=\"https:\/\/www.thehouseshop.com\/property-blog\/rent-control\/\" data-id=\"http:\/\/data.wordlift.io\/wl0502\/entity\/rent_control;http:\/\/rdf.freebase.com\/ns\/m.0269cp;http:\/\/dbpedia.org\/resource\/Rent_control\" >rent controls<\/a> on the market will do nothing to improve affordability, and will simply result in a number of perverse incentives that will harm those very individuals which such a policy sets out to protect<\/em>.\u2019<\/p>\n<p>Khan is also proposing to\u00a0tackle bad <a class=\"wl-entity-page-link\" title=\"Landlord\" href=\"https:\/\/www.thehouseshop.com\/property-blog\/landlord\/\" data-id=\"http:\/\/data.wordlift.io\/wl0502\/entity\/landlord;http:\/\/rdf.freebase.com\/ns\/m.02mx_6;http:\/\/dbpedia.org\/resource\/Landlord\" >landlords<\/a> by <a href=\"http:\/\/www.standard.co.uk\/news\/politics\/labour-frontrunners-for-mayor-go-head-to-head-over-housing-10276215.html\">naming and shaming them on what can only be presumed as a landlord\u2019s register<\/a>, where tenants rate the services of their landlord (a sort of Yelp for renting). This could help regulate the service landlords provide to their tenants and can enforce <a class=\"wl-entity-page-link\" title=\"Land improvement\" href=\"https:\/\/www.thehouseshop.com\/property-blog\/land-improvement\/\" data-id=\"http:\/\/data.wordlift.io\/wl0502\/entity\/land_improvement;http:\/\/rdf.freebase.com\/ns\/m.0gjvr_;http:\/\/dbpedia.org\/resource\/Land_improvement\" >improvement<\/a> on the landlord\u2019s behalf. It would be beneficial for a potential buyer to see how current and former tenants were treated when using the private rental service. In contrast, the actual implementation of regular landlord checks will be a difficult and thorough task which would take a while\u00a0to complete. Not only this, but <a href=\"http:\/\/www.propertywire.com\/news\/europe\/uk-real-estate-agents-2015040110332.html\">some landlords may dispute how their services are similar to fellow landlords or estate agents<\/a> and so the line between a good or bad service will be a challenging task to differentiate. I also hope that this policy sees Khan riding around on a motorcycle across London, confronting these swindling landlords akin to Matt Allwright&#8217;s leather clad encounters with ne&#8217;er-do-well&#8217;s on the BBC&#8217;s Rogue Traders.<\/p>\n<p>But for now, all we can do is wait until the residents of London\u00a0selects their\u00a0new mayor in May
