However, with Britain&#8217;s homeless figures hitting a record high in autumn 2016, private <a class=\"wl-entity-page-link\" title=\"Landlord\" href=\"https:\/\/www.thehouseshop.com\/property-blog\/landlord\/\" data-id=\"http:\/\/data.wordlift.io\/wl0502\/entity\/landlord;http:\/\/rdf.freebase.com\/ns\/m.02mx_6;http:\/\/dbpedia.org\/resource\/Landlord\" >landlords<\/a> have been blamed as the main cause of this social problem.<\/p>\n<p>With <a href=\"https:\/\/www.thehouseshop.com\/eviction-service\"><a class=\"wl-entity-page-link\" title=\"evicted\" href=\"https:\/\/www.thehouseshop.com\/property-blog\/eviction\/\" data-id=\"http:\/\/data.wordlift.io\/wl0502\/entity\/eviction;http:\/\/rdf.freebase.com\/ns\/m.02my10;http:\/\/dbpedia.org\/resource\/Eviction\" >evictions<\/a> <\/a>from Assured Shorthold <a class=\"wl-entity-page-link\" title=\"tenants\" href=\"https:\/\/www.thehouseshop.com\/property-blog\/leasehold-estate\/\" data-id=\"http:\/\/data.wordlift.io\/wl0502\/entity\/leasehold_estate;http:\/\/rdf.freebase.com\/ns\/m.03jg1x;http:\/\/dbpedia.org\/resource\/Leasehold_estate\" >Tenancies<\/a>, (AST), being cited as the key contributing <a class=\"wl-entity-page-link\" title=\"Property manager\" href=\"https:\/\/www.thehouseshop.com\/property-blog\/property-manager\/\" data-id=\"http:\/\/data.wordlift.io\/wl0502\/entity\/property_manager;http:\/\/yago-knowledge.org\/resource\/Property_manager;http:\/\/rdf.freebase.com\/ns\/m.04z10y;http:\/\/dbpedia.org\/resource\/Property_manager\" >factor<\/a> of nearly a <a href=\"https:\/\/www.theguardian.com\/society\/2016\/sep\/28\/eviction-by-private-landlord-making-record-numbers-homeless-in-uk\" target=\"_blank\" rel=\"noopener\">third of homeless households in 2016<\/a>, private landlords are directly targeted as the root cause of homelessness in Britain today.<\/p>\n<p>However, is this an accurate assessment of the situation? We investigate further to get to the bottom of Britain&#8217;s homeless increase.<\/p>\n<p><strong>Private Landlords<\/strong><\/p>\n<p>With the severe pressure on local council&#8217;s supply of <a class=\"wl-entity-page-link\" title=\"projects\" href=\"https:\/\/www.thehouseshop.com\/property-blog\/public-housing\/\" data-id=\"http:\/\/data.wordlift.io\/wl0502\/entity\/public_housing;http:\/\/rdf.freebase.com\/ns\/m.0184vk;http:\/\/dbpedia.org\/resource\/Public_housing\" >social housing<\/a>, more and more people are finding their <a class=\"wl-entity-page-link\" title=\"Lodging\" href=\"https:\/\/www.thehouseshop.com\/property-blog\/lodging\/\" data-id=\"http:\/\/data.wordlift.io\/wl0502\/entity\/lodging;http:\/\/rdf.freebase.com\/ns\/m.01hjj_;http:\/\/dbpedia.org\/resource\/Lodging\" >accommodation<\/a> through private landlords in AST tenancies. These tenancies are on a short-term basis from a minimum stay of 6 &#8211; 12 months and they have benefits such as a lower or even no deposit and cheaper <a class=\"wl-entity-page-link\" title=\"rental\" href=\"https:\/\/www.thehouseshop.com\/property-blog\/renting\/\" data-id=\"http:\/\/data.wordlift.io\/wl0502\/entity\/renting;http:\/\/rdf.freebase.com\/ns\/m.01y857;http:\/\/dbpedia.org\/resource\/Renting\" >rents<\/a>, compared to renting through a <a class=\"wl-entity-page-link\"  href=\"https:\/\/www.thehouseshop.com\/property-blog\/letting-agent\/\" data-id=\"http:\/\/data.wordlift.io\/wl0502\/entity\/letting_agent;http:\/\/rdf.freebase.com\/ns\/m.02qpgdf;http:\/\/yago-knowledge.org\/resource\/Letting_agent;http:\/\/dbpedia.org\/resource\/Letting_agent\" >letting agent<\/a>. This type of tenancy helps many vulnerable people and families on benefits find a <a class=\"wl-entity-page-link\" title=\"homes\" href=\"https:\/\/www.thehouseshop.com\/property-blog\/home\/\" data-id=\"http:\/\/data.wordlift.io\/wl0502\/entity\/home;http:\/\/rdf.freebase.com\/ns\/m.01l0mw;http:\/\/dbpedia.org\/resource\/Home\" >home<\/a>, as many <a href=\"https:\/\/www.thehouseshop.com\/let-for-free\" title=\"letting agents\">letting agents<\/a> don&#8217;t accept benefit payments such as DSS.<\/p>\n<p>Most of these at-risk groups are on AST tenancies, which do provide a basic level of protection for the tenant. For instance, the private landlord and tenant agree to a minimum term and amount of fixed rent, leaving the tenant free to challenge the landlord if the rent amount changes from the amount agreed when the tenancy was signed.<\/p>\n<p>These tenancies start to affect the homeless figures when they end and the landlord, in accordance with the Housing Act of 1988, seeks <a class=\"wl-entity-page-link\" title=\"Possession (law)\" href=\"https:\/\/www.thehouseshop.com\/property-blog\/possession-law\/\" data-id=\"http:\/\/data.wordlift.io\/wl0502\/entity\/possession_law;http:\/\/rdf.freebase.com\/ns\/m.0613q;http:\/\/dbpedia.org\/resource\/Possession_(law)\" >possession<\/a> of their <a class=\"wl-entity-page-link\"  href=\"https:\/\/www.thehouseshop.com\/property-blog\/property\/\" data-id=\"http:\/\/data.wordlift.io\/wl0502\/entity\/property;http:\/\/rdf.freebase.com\/ns\/m.05wrt;http:\/\/dbpedia.org\/resource\/Property\" >property<\/a>, thus<a href=\"https:\/\/www.thehouseshop.com\/eviction-service\"> evicting their tenants <\/a>who often have nowhere else to go. However, there is assistance available for people who approach their local authority and it is not unusual for tenants to remain living at the property until a court order or bailiff&#8217;s warrant has been issued. This has a knock-on effect on driving up rents higher and higher so that people who would previously have been able to afford the rent of their homes are now unable to. When you combine this with an unstable job market and a shaky economy, it makes\u00a0sense that there has been a sharp increase in homeless families and individuals across the capital.<\/p>\n<p>With many private landlords <a href=\"https:\/\/www.thehouseshop.com\/eviction-service\">evicting at-risk tenants<\/a>, the direct consequence resulted in <a href=\"https:\/\/www.theguardian.com\/society\/2016\/sep\/28\/eviction-by-private-landlord-making-record-numbers-homeless-in-uk\" target=\"_blank\" rel=\"noopener\">4<\/a>1% of all homelessness acceptances, the figure recorded by data from the Department for Communities and Local Government <a href=\"https:\/\/www.theguardian.com\/society\/2016\/sep\/28\/eviction-by-private-landlord-making-record-numbers-homeless-in-uk\" target=\"_blank\" rel=\"noopener\">(DCLG)<\/a>\u00a0in September last year.<\/p>\n<p>The problem of <a class=\"wl-entity-page-link\"  href=\"https:\/\/www.thehouseshop.com\/property-blog\/london\/\" data-id=\"http:\/\/data.wordlift.io\/wl0502\/entity\/london;http:\/\/sws.geonames.org\/2643743\/;http:\/\/rdf.freebase.com\/ns\/m.04jpl;http:\/\/yago-knowledge.org\/resource\/London;http:\/\/dbpedia.org\/resource\/London\" >London<\/a>&#8216;s homeless became so extreme that back in 2012, in response to the Localism Act, a number of<a href=\"http:\/\/www.dailymail.co.uk\/news\/article-2103298\/Send-Hull-London-house-homeless-north-save-money-rent.html\" target=\"_blank\" rel=\"noopener\"> local authorities across London<\/a>, were considering the controversial move of sending their homeless out of the capital, to ease the pressure on the social housing waiting lists; which resulted in the number of enforced placements of people from the city to 40% in 2014 alone.<\/p>\n<p>This resulted in the devastating consequences, as in some cases families were being re-homed miles away from their loved ones and reasonable opportunities of securing a job. However, the evictions from ATS tenancies and their impact on rising homelessness numbers are a direct result, of social housing and previous government schemes being stretched to breaking point, following government cuts in response\u00a0to the \u00a02008 financial crisis.<\/p>\n<p>Prior to 2008, local authorities didn&#8217;t have to rely so heavily on these volatile, short-term <a class=\"wl-entity-page-link\" title=\"House\" href=\"https:\/\/www.thehouseshop.com\/property-blog\/house\/\" data-id=\"http:\/\/data.wordlift.io\/wl0502\/entity\/house;http:\/\/rdf.freebase.com\/ns\/m.03jm5;http:\/\/dbpedia.org\/resource\/House\" >housing<\/a> solutions, for those who are dependent on social and housing benefits, such as ATS tenancies through private landlords.
